Melora Frances “Fran” Kelly

March 23, 1930-July 6, 2025

Melora Frances “Fran” Kelly, 95, of Altoona, peacefully passed at her residence early Sunday morning. She was born in Welland, Ontario, Canada, the daughter of the late James P. and Martha Louise (Lewis) Hill. Frances married James Anthony Kelly on October 14, 1960 in Buffalo, NY, he preceded her in death.

Frances retired on September 30, 1998 as an Educator/Administrator from the United States Navy with 22 years of service. Prior to that, she was employed at the Office of Education for 6 years.

She enjoyed traveling, collecting and reading. Frances was a member of the Retired Federal Employees Association and The Navy League.

Frances is survived by her two sons: Michael Kelly of Ithaca, NY and Douglas Kelly of Altoona; three grandchildren and one great-grandson.

She was preceded in death by her son, Joseph Kelly.

At Fran’s request, there will be no visitation or services.
